Landscape Painted Utility Street Box

Outside Jiantan MRT Station where Shilin Night Market is located, I spotted this smartly decorated street box. It's a telephone exchange / utility box judging by the logo. It caught my eye because of the landscape that's seemingly painted on the side, which seems a little over the top?

I saw a few of these street boxes on the streets of Taipei and I swear they're all hand-painted. The landscapes seem to bear a brush texture indicating hand-craft, but can the cities boxes all be seriously hand-painted?
I could be wrong, fooled by some texture on the metal surface, but if these boxes are each hand-painted, then wow - City of Taipei - you've really invested in your artists.
